Background:

Saferworld is conducting a nationwide survey on public perceptions of security in Egypt. This survey aims to provide an additional source of information on people’s perceptions of security in Egypt in order to contribute to discussions about security and security provision in the country.

The survey is being conducted by an Egyptian polling organisation in September 2015. It will be phone-based and cover a randomised nationally representative sample of 2,000 respondents. It is organised into approximately 30 questions covering perceptions of security including questions relating specifically to gender. The polling organisation will be providing Saferworld with the full data in SPSS format. Knowledge of Arabic will be required for full analysis of the data, with one open question included in the survey.

This survey was first conducted by Saferworld in October 2014 (findings unpublished). This is the second time this survey is being conducted, with modifications based on lessons learned from the first survey.

Objective of the consultancy assignment:

The objective of the assignment is to analyse the survey data and produce two short briefings based on the findings.

The briefings will be approximately 3000 words each, and should be accessible to a non-specialist audience. The thematic focus of the briefings will be agreed with the Saferworld team once the consultant has been selected.

Specifically, the consultant should:

· Undertake an initial analysis of the survey data and produce a short summary document (5-8 pages) with headline findings. This should include:

o Key findings by theme

o Summary, by survey subsection, of changes from 2014 findings (analysis of 2014 survey findings will be supplied).

· Produce draft outlines for the two short briefings based on the findings.

· Take part in a meeting in London with the Saferworld team to:

o present initial findings of the survey;

o discuss the findings and agree with the Saferworld team on the core content and structure of the briefings.

· Produce two short analytical briefings (approximately 3000 words each) based on the survey findings, on the topics agreed with the Saferworld team.

Timeframe for consultancy:

  • Consultancy period 21 September – 31 December 2015
  • Consultant will be supplied with SPSS data at the beginning of the consultancy period.
  • Initial analysis of the survey data submitted Friday 2 October 2015
  • Meeting takes place in London Tuesday 6 October 2015
  • Updated outline of briefings submitted Friday 9 October 2015
  • First draft of briefings submitted Monday 26 October 2015
  • Editing period and submission of second, third and fourth drafts Tuesday 27 October – 30 November 2015
  • Proofing and finalising briefings 1 – 31 December 2015

Consultant’s competencies:

Candidates are expected to meet the following person specification (individually or as a team):

Essential skills:

· Experience with SPSS and statistical methods in political research, including perception surveys;

· A master’s degree or above in politics, international development or another relevant discipline;

· Experience in a non-academic role in international development, policy research or peacebuilding and using research in applied contexts;

· Excellent written English skills and ability to present information in concise and accessible language;

· Fluency or very good working proficiency in Arabic.

Desirable skills and experience:

· Understanding of contemporary Egyptian politics;

· Interest in conflict and security issues or criminology;

· Interest in the Middle East and North Africa region more broadly.

· An expression of interest in the form of a letter (1-2 pages) outlining their relevant skills, previous experience, and interest;

· A curriculum vitae (maximum 2 pages);

· Example(s) of previous work;

· An indicative budget (0.5 page) detailing daily rates and the expected level of effort. Rates should be in Pounds Sterling and inclusive of VAT and any anticipated expenses. Budgets should not exceed 5000 GBP in total.
