Liberia: E-Government Web Developer

IBI International seeks an e-Government Web Developer for a 50-day (8 weeks) consulting assignment for a project in Liberia, West Africa.

Background: The USAID Governance and Economic Management Support Program (GEMS) is a five-year technical assistance program to improve performance through strengthening public sector capacity in Liberia, utilizing in-depth assessments and performance improvement methodologies. Specifically, GEMS will work with key ministries, agencies, and commissions (MACs) of Liberia to develop, document and implement systems, processes and procedures, build management capacity, implement a comprehensive civil servant training initiative, strengthen the government’s capacity to manage natural resource concessions, facilitate the implementation of the government’s national Information and Communication Technology (ICT) policy, and operate a modern national payment system.

Government of Liberia (GoL) has defined a strategic objective to initiate e-Government programs. These programs will require a whole-of-government response to service delivery, requiring interoperability of systems, improved collaboration within and across MACs, and sharing of resources. The objective of this assignment is to improve the website offerings of selected MACs.

Responsibilities:

The e-Government Web Developer will report to the ICT Advisor and is required to:

· Design and develop improvements to the web-based offerings of selected MACs.

· Provide the necessary training and documentation to ensure that local stakeholders are able to maintain the solution, and to implement similar improvements to third-party MACs.

· The improvements should be developed with care to be sustainable in Liberia’s resource-scarce environment.

The target stakeholder audiences for this assignment will include the e-Government units (Chief ICT Officers and Project Management Office) of the Ministry of Posts and Telecommunications (MoPT), the leadership and IT units of the selected MACs, as well as the targeted audiences.

Deliverables:

· Work-plan and detailed methodology within 5 days of start of assignment.

· Proposed list of all improvements to be performed within the scope of this assignment.

· Deployed improvements, with acceptance certificates and documentation

· A final report detailing:

o Record of activities performed in the consultancy

o Findings and recommendations for similar improvement exercises

Period of Performance and Level of Effort:

This assignment is expected to begin on/around November 1, 2015 and last through February 15, 2016 over two trips. The estimated level of effort for this assignment is approximately 50 work days.

Location:This assignment will be carried out primarily in Monrovia.

Required Qualifications:

· An advanced degree in ICT, Business or Public Sector Administration.

· At least ten (10) years’ experience working in ICT with e-Government frameworks, or national plans and strategies to improve government’s online offerings; ability to design and develop high quality web-based systems using sustainable technologies appropriate for resource-poor environments.

· At least six (6) years’ experience in the design and development of a variety of online websites; experience in communicating web based issues and working with audiences that have low technology literacy levels, with exposure to public sector preferred.

· Proven ability to execute projects from inception through to execution.

· Ability to work productively in highly collaborative settings while also able to function independently.

· Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.

· Fluency in English and excellent oral and written communication skills.

Additional Preferred Qualifications:

· Experience in West Africa, particularly familiarity with Liberia preferred.

· Experience working on USAID-funded projects, with government agencies or any other development organization is an advantage.
