Capacity Building on Public Financial Management
Approaches for Civil Society
Introduction:
Saferworld is seeking a competent and experienced consultant to design and facilitate capacity building workshops on tools, techniques and approaches to public financial management for civil society on behalf of its partners; PUNSAA, SOSCENSA and SONSAF. The training constitutes part of Saferworld’s European Union supported project, *“Strengthening the participation of Somali Non- State Actors in decision-making on peace, security and development.”*Where the civil society platforms with which Saferworld works are based in Mogadishu, Puntland and Somaliland, the consultant will be expected to travel to each of the regions to facilitate the capacity building workshops.
Purpose and Objective
The purpose of this assignment is for a consultant to design and execute a training for three platforms on tools, techniques and approaches to tackling public financial management issues.
Specific Objectives:
o Plan and facilitate a 4 day training course with each of the three platforms on tools, techniques and approaches to tackling financial management
o Develop with each platform an action plan for how they will tackle their identified public financial management issue including, but not limited to, revenue collection and resource sharing by government, role of the public in government budgeting and aid monitoring & evaluation
o Provide a manual on tools and techniques that can be retained by each of the platforms that they can refer to following training to guide them.
Key Deliverables:
· Develop capacity-building workshop agenda and facilitation methodology
· Execution of workshops – 4 days with each platform.
· Provision of action plan for each platform based upon each workshop
· Provision of a manual on tools and techniques to addressing challenges of public financial management.
